In his speech, Xi Jinping pointed out that after long-term development, my country has become the world's largest energy producer and consumer, forming an energy supply system with comprehensive development of coal, electricity, oil, natural gas, new energy, and renewable energy. Xi Jinping put forward five requirements on promoting energy production and consumption revolution. First, promote the energy consumption revolution and curb unreasonable energy consumption. Third, promote the energy technology revolution and promote industrial upgrading. Fourth, promote the revolution of the energy system and open up the fast lane of energy development. Unswervingly promote reforms, restore the attributes of energy commodities, build an effective competitive market structure and market system, form a mechanism that mainly determines energy prices by the market, transform the government's energy supervision method, and establish a sound energy legal system. Fifth, strengthen international cooperation on all fronts to achieve energy security under open conditions. Under the premise of being mainly based on domestic conditions, strengthen international cooperation in all aspects involved in the energy production and consumption revolution, and effectively use international resources.
Xi Jinping stressed that it is necessary to formulate a revolutionary strategy for energy production and consumption in 2030 and study the "13th Five-Year" energy plan. Pay close attention to the revision of a number of energy efficiency standards, as long as it is backward, we should speed up the revision, regularly update and really implement. We will continue to build large-scale coal-fired power bases of 10 million kilowatts, improve the access standards for coal-fired power units, upgrade and upgrade active units that fail to meet the standards of energy conservation and emission reduction, and continue to develop long-distance and large-capacity transmission technology. On the premise of adopting the highest international safety standards and ensuring safety, we will promptly start the construction of new nuclear power projects in the eastern coastal areas. We will pragmatically promote "Belt and Road Initiative" energy cooperation and increase oil and gas cooperation in Central Asia, the Middle East, the Americas and Africa. Intensify the exploration and development of oil and gas resources, strengthen the construction of oil and gas pipelines and oil and gas reserve facilities, improve the energy emergency system and capacity building, and improve the energy statistics system.
