As early as 1957, field geological surveys began in Niger. The first exploration licenses were issued to foreign oil companies in 1959, but no discoveries were made. In 1969, Texaco made a small oil discovery in the Agadem area, insufficient for economic exploitation. Subsequently, there have been large international oil companies in this exploration, all ended in failure. On June 2, 2008, PetroChina and the Niger government formally signed the Agadem block PSA agreement, that is, the upstream and downstream integration project, including oil and gas exploration and development, pipeline and refinery construction and operation. In a short period of three years, PetroChina has completed its exploration tasks in a safe, high-quality and efficient manner, and its geological oil reserves have increased significantly. It has built a production base with an annual output of one million tons of crude oil, a 462-kilometer oil pipeline and a modern oil refinery in the hinterland of the Sahara Desert, fulfilling the long-awaited oil dream of the people of Niger. As Mohamed Youssef wrote in his inscription for the project: "Fifty years ago, Niger began its journey of oil development, but only today has produced its first barrel of oil. Since then, Niger has begun a new phase of development."
Jiang Jiemin said in his speech that the commissioning of the Zindel Refinery indicates that the Agadem upstream and downstream integration project has been completed and put into operation with high quality and high level. In the past three years, all the Chinese and Nepal employees who participated in the project construction have overcome the influence of severe weather such as high temperature and sandstorms, and overcome various unimaginable difficulties such as tight construction period, high technical requirements, and difficult logistics support. They have worked together and worked hard to ensure the orderly and efficient progress of various construction projects. While undertaking heavy construction tasks, PetroChina's enterprises in Nepal strive to promote local economic and social development, create a large number of jobs, train key technical and management personnel, and promote the development of local related industries and service enterprises. In a short period of three years, the employees of China and Nepal have built a complete set of modern oil production and refining bases in the desolate desert, fulfilling their solemn promises to the government and people of Niger.
